Mobile Home Park and Campground Standards

Proposed changes are scheduled for more Planning Board and City Council Review.

The existing Chapter 21 Mobile Home Park and Campground Ordinance was last revised in 1999. Comparing the current City Ordinance language with the State Manufactured Housing Law and the Maine Mobile Home Park Model Ordinance (1989) reveals that there are several areas where the City ordinance needs revision including overall parcel size and street design. The focus of the state law is to keep local governments from unduly limiting mobile home parks because they are viewed as an important source of affordable housing.

Ellsworth's current Land Use Ordinance expressly allows campgrounds, trailer parks and mobile home parks in only the R-2 Zone. It expressly forbids single and double-wide mobile homes in the R-1 Zone and does not mention them elsewhere. Click for the current Land Use Map.
